This paper is based on Machiavelli's The Prince.
The first of his writings in a more reflective vein was alsoultimately the one most commonly associated with his name, The Prince. Written at the end of 1513 (and perhaps early 1514),but only formally published posthumously in 1532, The Princewas composed in great haste by an author who was, among other things, seeking to regain his status in the Florentine government. (Many of hiscolleagues in the republican government were quickly rehabilitated andreturned to service under the Medici.) Originally written forpresentation to Giuliano de'Medici (who may well have appreciatedit), the dedication was changed, upon Giuliano's death, toLorenzo de'Medici, who almost certainly did not read it when itcame into his hands in 1516.
Why would Machiavelli effusively praise (let alone even analyze) ahereditary monarchy in a work supposedly designed to promote thesuperiority of republics? The answer stems from Machiavelli's aimto contrast the best case scenario of a monarchic regime with theinstitutions and organization of a republic. Even the most excellentmonarchy, in Machiavelli's view, lacks certain salient qualitiesthat are endemic to properly constituted republican government and thatmake the latter constitution more desirable than the former.

What is the conceptual link between virtù and theeffective exercise of power for Machiavelli? The answer lies withanother central Machiavellian concept, Fortuna (usuallytranslated as “fortune”). Fortuna is the enemy ofpolitical order, the ultimate threat to the safety and security of thestate. Machiavelli's use of the concept has been widely debatedwithout a very satisfactory resolution. Suffice it to say that, as withvirtù, Fortuna is employed by him in adistinctive way. Where conventional representations treatedFortuna as a mostly benign, if fickle, goddess, who is thesource of human goods as well as evils, Machiavelli's fortune isa malevolent and uncompromising fount of human misery, affliction, anddisaster. While human Fortuna may be responsible for suchsuccess as human beings achieve, no man can act effectively whendirectly opposed by the goddess (Machiavelli 1965, 407–408).
The writer pays particular attention to Chapter XXI in which Machiavelli discusses how The Prince will gain great esteem if he engages successfully in important enterprises.
